Check the physical connection first

Clear the 'Use Printer Offline' setting
Windows has a 'Use Printer Offline' toggle that, once set, makes the printer show offline until cleared. Open the print queue, find the printer, and uncheck 'Use Printer Offline'. This single setting resolves a large share of 'printer offline' reports on Windows.
Restart the print spooler
If print jobs are stuck in the queue, the spooler service may need restarting. Clearing the queue and restarting the spooler flushes stuck jobs that can make a printer appear offline even when it's connected and healthy.
Check the driver is correct

For network printers, verify the IP and port

When it's actually a hardware issue
